Sorry to break it to you, vault overseer, but you can't move buildings or rooms in Fallout Shelter once you've placed them. Your best bet is to demolish the room (tap and hold the room, then hit the upgrade arrow to find the demolish option) and rebuild it where you want it. It costs caps to do this, but sometimes a vault's layout needs a major overhaul.

I tried moving a room once, thinking I missed something obvious, but nope. You have to demolish and rebuild. Made my vault strategy way more thoughtful from then on.
