You'll need to enter build mode in your spaceship or station and then select the ladder to move it wherever you want. It's like playing space Tetris but with more aliens!

You can't move ladders directly. Instead, dismantle the old one and place it in the new spot.

Moving ladders is pretty straightforward. Enter build mode, click on the ladder, and drag it to its new home. Make sure it's not blocking any space toilets!
