Just select the Hover Nozzle with the X button and press and hold R to get some air time. Easy peasy.
If you're struggling, make sure you have the right nozzle equipped. Press X to switch to the Hover Nozzle and hold R!
Use the Hover Nozzle by pressing X, then hold R to fly. It's like giving Mario some jetpack action.
I had trouble with this too at first. But trust me, just switch to the Hover Nozzle and hold R. Mario will lift off!
