Try the paperclip method: straighten a paperclip, insert it into the manual eject hole (on the side of the tray), and gently push until the tray pops out.

I had this issue with my Xbox 360 too. I just powered it down, unplugged everything, and then plugged it back in. The disc tray opened just fine after that!

Turn off your Xbox 360, unplug it, and then gently but firmly press the eject button while tapping on the top of the console. Works like a charm!
