Just hit the 'V' key on your PC to open the build menu in Fallout 4. If you're on console, pressing the 'Change View' button (the touchpad on PS4 or the View button on Xbox One) will do the trick. Then, let the settlement building begin!

Pro tip: make sure you're actually in one of your settlements before trying to open the build menu. It won't work anywhere else in the wasteland.
