To perform a Mercy in Mortal Kombat 11, during the 'Finish Him/Her' screen, stand at mid-range from your opponent, hold down the left trigger (L2 on PS4, LT on Xbox), and quickly press down three times. Then release the left trigger. Your opponent will revive with a small amount of health!

Just hold L2/LT and hit down x3 at mid-range during 'Finish Him/Her'. Release L2/LT. Done! Easy peasy.

Mercy is a bit tricky at first. Stand mid-range, hold L2/LT, press down 3 times, then let go of L2/LT. Gives your opponent a second chance, only to finish them again!
