To place a floor on stairs in Bloxburg, first go into Build Mode. Then use the 'Floor' option and manually place it on the stairs. Make sure 'Automatic Placement' is turned off!

Just go into Build Mode, select 'Floor', and then click at the top and bottom of the stairs to place it manually.

You can't directly place a floor on stairs. Use the floor tool in Build Mode, but make sure to turn off automatic placement and do it one tile at a time.
