So, placing items on shelves in Fallout 76 isn't as straightforward as in real life. You gotta use the camp build mode. First, make sure you've got the shelf built. Then, you can't directly place loose items on it, sadly. BUT, you can place decorations that you've crafted or found in the build mode on these shelves. So, it's less about your random junk and more about those fancy deco items you've got.
