To place a thermal plant, just head to a hot spot on the ocean floor (like near vents or lava areas), equip your Habitat Builder, select the thermal plant from the menu, and voila! Let the heat (and power) flow!

First-hand tip: the deeper you go, the hotter it gets鈥攑erfect for your thermal plant! I found them near the Lava Zones work best.
