In Super Street Fighter 2 Turbo, to play as Akuma, you gotta highlight Ryu, then quickly move to T. Hawk, Guile, and Cammy, then back to Ryu—pause over each for 1 second. Then press start and all three punch buttons simultaneously.

To play as Akuma in Super Street Fighter 2, you need to enter a special code at the character select screen. Quickly highlight Ryu for 1 second, T. Hawk for 1 second, Guile for 1 second, Cammy for 1 second, and then Ryu, Akuma! Press start and all three punch buttons together. Boom, you're Akuma!

I unlocked Akuma in Super Street Fighter 2 Turbo by using the code at the character select screen. It's Ryu > T. Hawk > Guile > Cammy > Ryu (each for 1 second). Hit start + all punch buttons, and voilà, Akuma's all yours!
