As of now, you can't play as Shadow in Sonic Frontiers directly, but Sonic Team might add DLC or updates in the future. Keep an eye out!

I’ve been keeping track of updates, and unfortunately, Shadow isn’t playable in Frontiers at the moment. Fingers crossed for future DLC!
