If Villager isn't available from the start, you can unlock them by playing through the 'Classic Mode' or encountering them in the 'World of Light' adventure mode. Once unlocked, head to the character selection screen and pick the delightful resident of Animal Crossing!
You literally just choose them from the roster. Easy peasy!
Just go to the character select screen and look for the little guy with the adorable smile. If he's locked, then just keep playing the game, you'll get there eventually!
