Easy peasy! Take a standard deck, add two jokers, and use the following as equivalents: 1-9 are numbered cards, 10 is 10 & 11, face cards are 12 & 13, and Jokers are wild. Follow the standard Phase 10 rules from there!

Here's a quick hack: Use a normal deck plus two jokers, and substitute card numbers for Phase 10 numbers. Face cards just become higher numbers. Done!

You can totally play Phase 10 with a standard deck and two jokers! Just replace the numbers and face cards appropriately, and you're good to go!
