I've actually tried this with my friends for a quick game when we didn't have our decks on us. We assigned each attack a number from 1-6 and used a die to decide if we could 'afford' the attack that turn. It wasn't perfect, but it was a fun experiment!
Short answer: You can't, not in any official capacity. Energy cards are a core part of the game mechanics in Pokemon TCG. Trying to play without them would be like trying to swim without water!
