Sorry, no true offline multiplayer for Tetris 99! You need the Big Block DLC to play against CPUs, but that's about it.

If you get the Big Block DLC for Tetris 99, it includes an offline multiplayer mode called CPU Battle. You can play it with bots but, unfortunately, no traditional split-screen multiplayer.

I've personally tried this! No offline multiplayer without the Big Block DLC, which lets you play against bots (not actual people, though).
