How to play The Outer Worlds DLC
First, make sure you've purchased and installed the DLCs like Peril on Gorgon or Murder on Eridanos. Then just access them through the main game, usually after completing some initial quests.

You gotta finish the first couple of hours of the main game content and then head to your ship. You'll get a quest directed towards the new DLC content.
After installing the DLC, just head back to your ship, and you'll receive a quest prompt or message to kick it off!
Just buy and download the DLC! Start the game, and you'll know when it's time to dive into those new quests.
