How to Promote a Leader in State of Decay 2
To promote a leader in State of Decay 2, you need to first max out a survivor's standing. You do this by having them complete tasks, kill zombies, and participate in missions. Once their hero meter is full, head to your community tab and select them as your leader.

You just gotta level someone up to hero status by, y'know, killing zombies and doing missions. After that, pick 'em from the community tab and promote them!
As soon as one of your survivors maxes out their hero status, head to the community screen and promote them as leader from there.
Easy peasy! Just earn enough standing with a survivor by completing activities and then promote them through the community menu. Boom, you've got a leader!
