First off, make sure you've got the upgraded fishing rod, either the Fiberglass Rod or the Iridium Rod, cause you can't bait the basic Bamboo Pole. Just open your inventory, pick up the bait (left-click or tap and hold on mobile), and then click on the rod. If you're on console, select the bait, and with it selected, press 'X' on Xbox, 'Square' on PlayStation, or 'Y' on Switch to attach it to the rod.

lol, I remember spending way too long trying to figure this out. Upgrade your rod first! Then, attaching bait is super easy; just drag and drop it onto the rod in your inventory. Game changer for fishing.

Simple answer here - you can't bait the starter rod. Upgrade your rod first, then just right-click (or tap) the bait and then your rod. Voila, baited!
