Oh, you're in the tiny pit crew now! First, you gotta check if the axles are straight. If they're bent, straighten them out gently with pliers. Then, if you've got the wheels and tires all set, carefully push them onto the axles. Sometimes, a tiny dab of glue on the axle ends helps keep 'em secure, but don't go gluing the wheel to the axle unless you want a car that's more 'static display' than 'speed demon.'

Honestly, unless you're a collector fixing a rare piece, it's probably easier to just get a new one. The amount of effort to fix it might not be worth it, especially if the axles are damaged.
