Honestly, just avoid letting people die. That can be a real downer. Keep them alive, and morale will stay up!
I found that giving my survivors some creature comforts like beds and entertainment really helped. A good night's sleep works wonders, even in a zombie apocalypse!
Try taking out infestations and clearing out nearby plague hearts. Nothing boosts morale like knowing the neighborhood is a bit less zombie-infested!
