You need to have a lord or hero near the ruins. Then, click the ruins and choose the colonize option. Costs some gold and troops, though.
You need to get a lord close to the ruins, then click on it, and finally, choose to colonize it. Takes gold and some casualties, so plan ahead.
Just click on the ruins, hit the colonize button, and voila! Make sure you have enough gold and units.
You click on the ruins, hit 'rebuild', and well, it's rebuilt. Simple.
