To recall troops in Total War: Three Kingdoms, you need to use the 'Disband' option when you select the unit you want to recall. Don't worry, your troops will be available for recruitment again later!
Select the unit, click 'Disband'. Done.
I've had to do this a lot! Simply select the army, then click 'Disband' on the units you want to recall. They'll go back to your recruitment pool. It's like giving them a mandatory vacation!
