To recover your PS4 account, simply go to the PlayStation website and use the 'Trouble Signing In?' option. Follow the prompts to reset your password. Easy peasy!

First-hand experience here: I had to recover my account last month. Just head to the PlayStation login page, click 'Forgot Password,' and follow the instructions. You might have to answer some security questions or use your backup email.
