All you need to do is help out other groups with their missions and then invite them over. Worked for me every time.
Honestly, the easiest way is to be nice, do some quests for other survivors, and boom, you've got yourself new recruits.
Look for other enclaves on the map, do their quests, and you'll get the option to recruit them. EZ!
