Recruiting new survivors is pretty simple: look for distressed enclaves on your map, complete their missions, and invite them over. Easy-peasy!
In my experience, the best way to recruit new survivors is to frequently check the map for enclave missions. Complete those, and you'll usually have the option to recruit someone.
Just keep your ears open for radio calls for help. After rescuing those in need, you can often convince them to join your group.
