To recruit Reapers in XCOM 2, make sure you're playing the War of the Chosen DLC. You'll encounter them during the mission 'Lost and Abandoned'. Complete the mission objectives, and voila, congratulations, you get access to Reapers!

Make sure you have the War of the Chosen DLC. Then, just progress through the campaign and complete the 'Lost and Abandoned' mission to unlock Reapers.
