Use your influence! Find survivors on the map and spend influence points to recruit them directly. Easy peasy!
I've found the best way is to follow distress calls. Save them from a sticky situation, and they'll be more than happy to join your crew.
Just bribe them with snacks. Everyone loves snacks! (Okay, not really, but gaining their trust through missions works wonders.)
