To refund V-Bucks on PS4, you can't directly, but you can refund items purchased with V-Bucks. Go to Settings > Account and Privacy > Submit a Request and select the item you want to refund!

You can't refund V-Bucks, but you can refund purchases made with them. Do this through the Fortnite Account settings on your PS4.
