Open the game and go to the 'Options' menu. From there, select 'Customer Support' and you can report the player directly to Gameloft. They'll take it from there!

I had to do this once. Click 'Options', then 'Customer Support', and provide the player ID and details of their behavior. Gameloft usually responds pretty quickly!

Send an email to Gameloft's customer support at support@gameloft.com with details of the player's misconduct and your game ID. Straight to the point!
