Just block 'em and move on. Life's too short to get hung up on griefers in the wasteland. If they're really causing trouble, report 'em like the first answer says, but sometimes it's just easier to block and keep exploring.
I had to report a player once for harassment, and the process was smooth. Follow the steps the first answer mentions, and make sure to provide as much detail about the incident as possible. Bethesda takes these reports seriously, and I noticed the player's behavior changed after a while, so I think they do take action.
Keep it simple: Social menu > Find player > Report. Done. No need to let one bad apple spoil your Fallout 76 experience.
