There's no official way to resell games directly through Steam since games are linked to your account permanently. Some folks try trading within the Steam community by using Steam's Trading Cards or in-game items from one game to leverage for another, but that's about as close as you get to 'reselling.'
Actually, there isn't a way to resell Steam games. They're locked to your account. But, you can look for trading opportunities for in-game items or gift unused games.
