You can't really resell games on Steam. Each purchase is tied to your Steam account and can't be transferred. However, you can gift games to others if you haven't played them yet. Bought the game as a gift and changed your mind? You can gift it to someone else instead!

There's no official way to resell games directly through Steam since games are linked to your account permanently. Some folks try trading within the Steam community by using Steam's Trading Cards or in-game items from one game to leverage for another, but that's about as close as you get to 'reselling.'
