Just delete your config.cfg file in the Team Fortress Classic directory, then restart the game. The game will create a new default config file for you!

I've had this issue before, and honestly, a clean reinstall did the trick for me. Fresh game, fresh configs!

You can also type 'exec default.cfg' in the console. It鈥檒l restore your settings to default without needing to delete any files.
