To reset vendors in Starfield, you gotta rest for 48 in-game hours. Once you wake up, head back to the vendor and voila, their inventory should be restocked!

Simply save your game and reload it. Boom, vendors refreshed!

Just leave the area for a bit and come back later. The vendors often restock naturally as the game world progresses.

I tried the simple trick of fast traveling between two distant places a couple of times, and it worked like a charm for me to reset the vendors!
