You can't actually reset your Xbox One without turning it on, but you can perform a hard reset by holding the power button for 10 seconds. It forces the system to reboot and might fix the issue!

If you're talking about a factory reset, you'll need access to the settings menu after powering it on. No way around it!

From personal experience, a hard reset by holding the power button is your best bet if you can't turn it on normally.
