Personal experience here: I had to contact Supercell support directly, and they helped me reset my farm. Took a few days, but it worked!
Sorry, no official in-game restart option for Hay Day. You'd have to start on a new device or create a new account.
Honestly, best way is to delete the game and download it again, but make sure you log out of all accounts first.
