From personal experience, starting a new game in Sunset Overdrive is as easy as deleting the save data from your console. Just make sure you don't have any attachment to your current progress!
You can restart Sunset Overdrive by deleting your save file. Go to My Games & Apps > Sunset Overdrive > Manage Game > Saved Data, and delete it.
To restart Sunset Overdrive on Xbox One, head to the main menu and select 'New Game'. Confirm to overwrite the existing save file and start fresh!
