You can use Remote Play to stream your PS4 gameplay to your phone. Once on your phone, use a screen recording app to capture the video. Not super convenient, but it works.

Easiest way is to use the PS4's Share Factory app! Edit your video there, export it to a USB drive, and then just transfer the file to your phone from the USB drive. Done and done!

Upload your PS4 video clip to YouTube or another supported social media platform directly from your PS4. Then download it to your phone using a YouTube downloader app. Simple and effective.

What's worked for me is saving the clips to a USB drive, plugging that drive into my computer, and then emailing the clips to myself. After, I can access the emails and download the clips directly on my phone.
