Easy peasy! Just dismantle Ruthless like any other weapon. Open your inventory, hover over Ruthless, and choose the dismantle option. Voila!

I'm not sure why you'd want to scrap Ruthless, but if you must, dismantle it from your inventory screen. Simple as that!
