You need to highlight Ryu, press and hold Start for 1 second, move to T. Hawk, Guile, Cammy, Ryu again, and then press Start + all three punch buttons together.
Just highlight Ryu, press and hold Start, then move to T. Hawk, Guile, Cammy, back to Ryu, and hit Start + LP + MP + HP. Boom, you're Akuma!
