You can't set up PokeStops unless you're level 38 and using Niantic Wayfarer. Sorry, under-level trainers!

First, you gotta be level 38 or higher. Then, use the Niantic Wayfarer website to nominate a location. Fingers crossed!

Been there, done that! Once you hit level 38, go to the Wayfarer site, and suggest a location for review. Worked for me on my second try!
