Super simple! Just use Steam's Family Sharing feature. First, you'll need to enable Steam Guard in your Steam account settings. Then, log into your Steam account on your friend's computer and authorize it under Settings > Family, and check 'Authorize Library Sharing on this computer'. Your friend will now be able to play the games you've shared when you're not playing them.

Actually, I shared my library with my brother and it works great. Remember you can't play at the same time, but it's awesome for single-player games that you've finished and want your friend to try.
