Honestly, just wait for a blizzard in the Ice biome during hardmode at night. No special dance or item required. Deerclops doesn't care about your preparations; he'll come if he wants to.

I tried waiting for Deerclops for ages and guess what? He showed up when I was least prepared, in the middle of a blizzard, during hardmode. Moral of the story: Always be ready for a surprise Deerclops visit!
