Easy peasy! Just whip out your in-game phone and dial the cheat code 1-999-289-9633 (BUZZ-OFF). Bam! You've got yourself a Buzzard attack chopper. Remember, entering cheats disables Achievements/Trophies for that session, so save beforehand if you care about those.

Honestly, the best way? Just go to a helipad or airport in the game. Helicopters tend to spawn naturally at these locations. Sometimes it's just cooler to find one and take off like you own the place.
