Just build it and they will come. Make sure you've got a suitable house and meet any specific conditions like holding a gun for the Arms Dealer or defeating a boss for the Dryad.

Honestly, most of the time if you just play the game and progress, NPCs will show up as you meet their requirements. It's like if you build it, they will come... but with more steps.

To spawn NPCs in Terraria, you gotta make them feel at home! Literally. Each NPC requires their own unique set of conditions to move in. For starters, you need a proper room: walls, a door, a light source, a table, and a chair. Make sure the room is neither too big nor too small - around 60 to 100 tiles in total. Then, meet their individual requirements. For example, the Merchant needs you to have at least 50 silver coins, and the Nurse shows up once you've increased your max health. Keep your village vibe appealing, and they'll start moving in!
