You unlock Specializations after hitting the big 3-0 (level 30), then it’s as simple as a chat with the Quartermaster.

You hit level 30 yet? If not, no specialization for you! If yes, head to the Quartermaster in the Base of Operations.

After reaching level 30, visit the Base of Operations and talk to the Quartermaster. Then choose between Sharpshooter, Demolitionist, or Survivalist. Easy peasy!
