You can't really start 'Once in a Blue Moon' in Fallout 76. It doesn't exist as a quest. Might wanna double-check that quest name, buddy.

Easiest quest start ever: Find the holotape, listen to it, boom, you're on your way. Honestly, wandering into Tyler County usually does the trick.

Starting 'Once in a Blue Moon' in Fallout 76 is pretty straightforward! Just head over to Tyler County Fairgrounds. You'll find a holotape there named 'A Miner's Lament' lying next to a skeleton by a ferris wheel, of all things! Once you listen to it, the quest kicks off. Happy adventuring, and watch out for those Mothman cultists - they're not there for the cotton candy!
