Just keep on walkin'! When the starters pop up, walk away until Pikachu shows up. Takes a few tries, but it works.

To start Pokemon GO with Pikachu, you need to ignore the first three starter Pokemon (Bulbasaur, Charmander, Squirtle) and just walk away repeatedly. Pikachu will eventually appear as an option!

Did this myself: walked away from Bulbasaur, Charmander, and Squirtle a few times. Boom! Pikachu showed up as my starter.
