Just go to PayPal Settings, find the 'Account' tab, and hit 'Close your account.' Easy peasy!
I recently closed mine. Just head over to the settings, navigate to the Account tab, and there you'll find an option to close it.
In short, settings > account > close account. Goodbye PayPal!
