I'm level 40 and have submitted a few PokéStops. Once you hit level 38, go to settings and you'll find the 'New PokéStop' option. Submit a location, add pictures, and write a description. Easy peasy!

To submit a PokéStop, you need to reach level 38 in Pokémon GO. Open the app, tap the menu, then settings, and scroll down to 'New PokéStop'. Follow the instructions from there!
