First, make sure you've got the Calamity Mod installed. Then, head to the Ocean biome and find the Siren's Lure item, which drops from the Siren enemy. Actually, I think you're talking about the wrong game. Leviathan? More like, check the mod list again. Only appears with mods, not vanilla Terraria.
